President-elect Joe Biden is expected to seek a broad multilateral alliance to pressure China on everything from trade to human rights once he becomes president. But China is making broad multilateral alliances of its own.

“The strategic challenge of China’s place in the era of globalized technology is much bigger than just one telecommunications equipment company,” Jeremy Fleming, the head of Britain’s Government Communications Headquarters, said February 25 2019 in Singapore.

“It’s a first order strategic challenge for us all,” he said. “We have to understand the opportunities and threats from China’s technological offer.” GCHQ is Britain’s main eavesdropping agency and has a close relationship with the U.S. National Security Agency as well as with the eavesdropping agencies of Australia, Canada and New Zealand in a consortium called “Five Eyes”.

Nine Eyes: Five Eyes + Denmark, France, Holland, Norway
Fourteen Eyes: Nine Eyes + Germany, Belgium, Italy, Sweden, Spain

The Nine Eyes and Fourteen Eyes Alliances are essentially extensions of the original Five Eyes Alliance. While these countries may not all share as much information with each other as the Five Eyes Alliance, they still actively and willingly participate in international intelligence-sharing.
